Jeffery was the son of Charles Alexander and Juanita Willians (Murray). He was born on 12/27/1963 in Houston, Texas. His family and friends knew him as Jeff. He attended Yates High School and later received his GED. He later went to UTI Auto Mechanics School where he received a certificate as a certified Auto Mechanic. Jeff joined New Bethel Church under the leadership of Rev Steward on Tierwester at an early age. He later joined Ship of Zions M.B. where he served as a faithful member until his passing. He was the sign writer and updater until his stroke. He was a member of the Men's Ministry and Usher Ministry. Jeff worked for Two Men and Truck, and Papa John's Pizza as a driver. Later he worked for Amazon until his stroke.

Jeff was preceded in death by his father Charles Alexander Williams Sr, brother Charles Alexander Williams Jr. aunt Allee Jolly, Uncle Curtis Jolly, granddaughter Seven Rae Williams, and grandparents C.D., and Creole Jolly.

Jeff is survived by loving sisters Dr. Linda Jolly-Evans, and LaNita Kelly (Jack), and Mother Juanita C. Murray. His children LaDonica Williams Ramirez (Elijah) Linda (Lulu) Lovings Simmons (Cory), Denise Lovings, Carl Lovings, and Quinton Lovings, and grandchildren Sakiyah Kelise, Zoey, and Ashanti, and Seven Rae Williams. He also leaves stepchildren: Willie, Jessica, Jasmine, and Isaac Ford. He leaves his loving cousins who were like brothers and a sister Curtis Jolly Jr, Bruce Jolly, Calvin Jolly, and Phyllis Jolly. A host of nieces and nephews also survived him.
